Our Commitment to Accessibility

The Ashland Municipal Court is committed to ensuring digital accessibility for people with disabilities. We are actively working to improve the user experience for everyone and to apply the relevant accessibility standards.

Conformance Status

The Web Content Accessibility Guidelines (WCAG) (opens in new window) define requirements for designers and developers to improve accessibility for people with disabilities. They define three levels of conformance: Level A, Level AA, and Level AAA.

The Ashland Municipal Court website is partially conformant with WCAG 2.1 Level AA. “Partially conformant” means that some parts of the content do not yet fully conform to the accessibility standard.

Level AA is the standard referenced in the U.S. Department of Justice’s April 2024 Final Rule on Web and Mobile Application Accessibility under ADA Title II (opens in new window), which requires state and local government websites to meet this standard by April 24, 2026, for public entities serving populations of 50,000 or more.

Measures to Support Accessibility

Ashland Municipal Court has taken the following measures to improve accessibility:

  • Engaged an independent accessibility consulting firm, Accessible Compliance Group (opens in new window), to audit and remediate the website against WCAG 2.1 Level AA and ADA Title II.
  • Remediated the WordPress theme to address color contrast, focus visibility, heading structure, link text, and ARIA attributes.
  • Remediated priority PDF documents (court forms, bond schedules, and legal filings) to meet tagged-PDF standards under PDF/UA-1 (ISO 14289-1).
  • Established a process for responding to accessibility feedback and requests for alternative formats.

Assessment Approach

Ashland Municipal Court assessed the accessibility of this website through the following approaches:

  • Independent evaluation — Accessible Compliance Group conducted a multi-engine accessibility audit in March 2026, scanning all pages with four testing tools (axe-core, Pa11y, Lighthouse, and keyboard navigation testing).
  • Manual testing — Keyboard-only navigation, screen reader testing, and form field testing performed on representative pages.
  • Document testing — Priority PDF documents were tested against PDF/UA-1 (ISO 14289-1) using PAC and veraPDF.

Known Limitations

Despite our best efforts, some limitations remain. Below is a description of known limitations. Please contact us if you observe an issue not listed below:

  1. Some PDF court forms have not yet been remediated. As of April 2026, remediation is complete for the priority court forms identified in our accessibility audit. Remaining documents are being remediated on a rolling basis or moved to our archive. If you need an accessible version of a document that has not yet been updated, please contact the Clerk of Court and we will provide an alternative format within five (5) business days.
  2. Third-party case lookup and payment portal. Our case lookup and online payment functions are provided by GovRec, a third-party platform operated by i3 Verticals. The GovRec portal is not currently fully accessible to keyboard-only users or screen reader users for all functions. Ashland Municipal Court has identified these issues and is actively working with GovRec / i3 Verticals to request remediation. If you need assistance accessing case information or making a payment, please contact the Clerk of Court directly and we will help you complete your request.
  3. Archived historical documents. Certain historical documents (such as prior-year annual reports and unclaimed money lists) are retained solely for reference and recordkeeping and are maintained in a designated archive area. These documents are subject to the archived content exception under 28 CFR 35.201 and are not actively updated. Accessible alternatives are available upon request.

We are actively reviewing and remediating PDF documents on this website to meet WCAG 2.1 Level AA and PDF/UA-1 (ISO 14289-1) standards.
